I think we had something like that at some point. The usual problem that arrises with using custom GL shaders is that they aren't tested on every GFX card. Because of this, usually many video cards have problems using them, mainly ATI. There was a similar issue we had with custom ambient light gl shader. We just don't want to distribute unstable stuff that could possibly cut our player base down for no other reason than a custom shader doesn't like an ATI 4770, so no one with that card can play the mod correctly.
Sounds Great. Do it again.

A lot depends on how well the effect has been tested with other video cards like I stated above. I'm not sure how deep we've looked into bloom though. I know ambient shaders we used to try out had issues with various cards. We just can't have that.

There is one 'sort of ambient' solution available, you can always try our persistent fog, 'r_fog 1'. It adds a reddish tint that will hopefully be changeable via the console at one time.

I've seen the bloom effect once, but with for example white textures it becomes quite too much :P it's better without it actually :D

In hexen? Probably could if we asked for the source, but it's not really something we want to do. There is a whole load of additional problems that come with something like that and we just aren't interested or ready to deal with it.
